Michelle Garcia

Dr. Michelle M.E. Garcia, LTC, Army, Retired

Dr. Garcia joined the Armed Forces Insurance Board of Directors in July 2021.

Dr. Garcia hails from Gunnison, CO and was commissioned into the Corps of Engineers through Rider College ROTC in 1992. She held a variety of command and staff positions in combat, construction and USACE Engineer units and served on brigade, division, corps and theater army staffs. She has five deployments to Africa, Eastern Europe and the Middle East. Dr. Garcia and her family lived in Germany for nine years during her career.

Dr. Garcia retired from the Army in 2017 and was a leadership instructor at the Command and General Staff College (CGSC) until 2024. She is now enjoying time with her husband and family and giving back to the community. Dr. Garcia serves on the Board of Directors for Bishop Kemper School for Ministry and volunteers with the CGSC Foundation and St. Paul’s Episcopal Church.

Dr. Garcia received a bachelor's degree in Biochemistry from Rider College, a master’s degree in Information Systems Management from Central Michigan University and a doctoral degree in Educational Leadership from Liberty University. Her military education includes the Engineer Officer Basic Course, the Field Artillery Officer Advance Course, the Command and General Staff Officer Course and Advanced Military Studies Program where she earned a second graduate degree in Military Arts and Sciences from the School of Advanced Military Studies (SAMS). Dr. Garcia is a certified Project Management Professional (PMP).
